Understanding the Experiences of Consumers in Water Debt
Date: 28 October, 10am to 12 noon
Location: Online
Registration: Contact shona.hamilton@consumer.scot
Consumer Scotland is hosting an online stakeholder workshop on 28 October 2026 from 10:00am to 12:00 noon to explore how we can reduce water debt in Scotland and improve support for consumers experiencing financial difficulty. The workshop builds on recent research (link below) into consumers' experiences of water debt and aims to bring together key stakeholders to develop practical, evidence-based solutions.
We are particularly keen to hear from colleagues working within local authorities and frontline debt advice organisations, whose expertise and experience will be invaluable in shaping future policy recommendations and identifying opportunities for collaborative action.
The workshop will provide an opportunity to:
Build a shared understanding of the drivers and consequences of water debt identified through Consumer Scotland's research.
Explore behavioural, structural and organisational barriers that contribute to water debt and limit effective support.
Identify opportunities for prevention, early intervention and improved debt support.
Generate practical and actionable recommendations for stakeholders across the sector.
Identify which organisations and actors would need to be involved in implementing potential solutions.
Establish priorities for future policy development and collaborative action.
The session will be interactive, combining group discussion and breakout activities to draw on participants' knowledge and experience. Consumer Scotland is looking to bring together a diverse range of perspectives and would very much welcome your contribution.
Consumer Scotland is keen to ensure a good balance of participants from across different organisations and sectors, enabling a wide range of perspectives and experiences to inform the discussion. As numbers for the workshop are limited, we are offering one place per organisation, however, will consider a second attendee if a place becomes available.
Please contact Shona Hamilton at Consumer Scotland shona.hamilton@consumer.scot to register your interest in attending. Further information, including the workshop agenda and joining details, will be shared with confirmed participants in advance of the event.
We hope you will be able to join us and help shape the discussion on how best to reduce water debt and improve outcomes for consumers in Scotland.
