Our consultation on charging policy is opening on 28 July

We’re reviewing the Council’s policy on charging for social care services. We are doing this to explore potential charging options which could generate more income and reduce the amount of savings the Edinburgh Integration Joint Board (EIJB) will need to make.

 

The consultation will open on Monday 28 July 2025 for people who may be affected by the changes and the wider public. We’re keen to hear from our delivery partners too.


 

The proposed changes and how they may affect people

Currently people receiving some social care services contribute to the cost of these, while other services are provided

 

The proposed changes we are consulting on are:

 

  • increasing the amount people can be asked to pay towards their care

  • introducing a charge for day services

  • introducing a charge for corporate appointeeships

  • introducing means testing for assisted transport to social care services.

 

We know that any changes we make to the charging policy are likely to have a financial impact on people who access social care services and their carers. We are committed to making sure they:

 

  • are not asked to pay more than they can afford. We will work out an affordable contribution for each person using the financial assessment process

  • are not asked to pay more than the cost of the service they receive

  • are supported to maximise their income, for example with help to find out what allowances and benefits they can apply for.


 

The consultation

Before we can make any changes to the policy we must consult with stakeholders. This helps us to understand their views and the potential impact of the proposed changes.

 

When the consultation opens, we’ll contact people who may be affected by the proposed changes to invite them to take part. They will receive a copy of the consultation so they can fill it in at home. We will also host the survey on the consultation hub for people who would prefer to fill it in online.

 

The consultation will last for 12 weeks.

 

How you can help us hear from as many people as possible

Please share the link to the survey with people in your area or who may not receive an invitation to take part. You can fill in the survey online and find the easy read survey online. You can fill in the survey online from the 28 July and get the easy read version online too.
